Why does the JCL have a constitution?

We utilize the constitution and bylaws in order to clarify the purposes and procedures of the organization. It defines our object as an organization as well as provides a foundation and structure.


What is the difference between the constitution and the bylaws?

A constitution is a document that governs the fundamentals of an organization. The bylaws govern the specific rules and operations of the organization. Our constitution covers the organization's purpose, structure, etc. while our bylaws cover membership dues, officers' responsibilities, etc.


How can the constitution be changed?

Constitutional amendments can be implemented if first passed by both a simple majority of votes at the Amendments Committee meeting and then a ⅔ majority of votes cast by the State delegations. This is difficult on purpose. Because it affects the very fundamental aspects of the organization, we want to be sure that it is what the organization wants.


How can the bylaws be changed?

Bylaw amendments can be implemented if passed by a simple majority of votes cast by the State delegations. This is simpler than the constitutional amendments because bylaws typically only affect officers or other specific aspects of the NJCL.


Can I propose a change or amendment to the constitution?

Yes!! If you have a concept or idea for an amendment send it to at least the NJCL President and NJCL Parliamentarian by March 1 and we can help you formalize the language and propose it so it may be approved by the Board of Directors.
